Rarotonga Airport Infrastructure Upgrade Feasibility Study
JKhoo Consultancy is pleased to announce it has been appointed to support the feasibility study for the proposed upgrade of Rarotonga International Airport, commissioned by the Asian Development Bank (ADB) on behalf of the Government of the Cook Islands.
Rarotonga International Airport is the Cook Islands' only international gateway — a critical piece of national infrastructure connecting the country to regional air services and underpinning its tourism-dependent economy. The proposed upgrade focuses on three key facilities that are reaching the end of their serviceable life: the Air Traffic Control Tower, the Rescue and Firefighting Services facility, and the Power Centre distribution infrastructure. Each carries both operational risk and identified climate flood risk that the project aims to address.
JKhoo Consultancy will lead the economic and financial appraisal component of the feasibility study, working alongside lead consultant OC Global (Japan) and other sub-consultants. This includes development of economic and financial models in accordance with ADB guidelines, passenger and freight demand forecasting, Economic and Financial analysis, sensitivity and risk assessments, and a financial management assessment of the Airports Authority Cook Islands.
This appointment continues JKhoo Consultancy's work in the Pacific aviation and infrastructure sector, building on recent engagements across Fiji, Samoa, Tonga, and the Marshall Islands.
