The Full Story

Jerry Khoo's career in transport began with a conviction that has guided every project since: infrastructure is not an end in itself — it is the means by which people access opportunity. Eighteen years ago, as a newly graduated civil engineer, he sought out work that went beyond technical design to address questions of access, equity, and long-term impact.

An early assignment on a rural road project in the Pacific proved formative. Witnessing how a single bridge could connect remote villages to schools, markets, and healthcare, and the tangible change this brought to people's lives. From that point, Jerry has focused on transport not as an engineering problem, but as a question of how best to serve communities, particularly those in developing nations and underserved regions.

JKhoo Consultancy Limited was founded on those same principles. Whether developing climate-resilient infrastructure in Fiji, strengthening road safety in Vanuatu, or supporting investment decision-making in New Zealand, the firm's work is grounded in a commitment to transport that is safe, accessible, and built to last.

About Me.

Jerry Khoo brings over 20 years of integrated transport planning experience across New Zealand, Australia, Singapore, and the Asia-Pacific region.

His work spans policy development, investment planning, business case development, and economic analysis — with a particular focus on the frameworks that guide how governments and agencies make infrastructure decisions.

He has a strong command of transport economics and appraisal methods, including cost-benefit analysis, and has advised on funding and financing strategies for infrastructure projects across multiple jurisdictions. His independent reviews have supported clients including NZ Transport Agency Waka Kotahi, KiwiRail, Auckland Transport, and Greater Wellington Regional Council.

In 2025, Jerry was appointed to the Asian Development Bank's expert panel for Infrastructure Planning and Investment (2025–2028), recognising his depth of experience in transport infrastructure planning across the Pacific.
