Financial Analyst Lead for a feasibility study commissioned by the World Bank and the Ministry of Infrastructure of the Kingdom of Tonga to assess the establishment of a domestic ship repair facility. Tonga's domestic fleet currently travels to Fiji, New Zealand, or other distant locations for docking and inspection — a costly dependency the Government of Tonga sought to address through an in-country facility.
This included:
Comparative financial analysis of applicable ship repair technologies, ship extraction methods (slipway, traveller crane, shiplift), and ship transportation systems, assessing their suitability to the requirements of the Tongan domestic fleet
Financial assessment of facility layout options, including capital and operating cost estimates, risk profiles, and benefits for each alternative
Cash flow modelling to support the detailed feasibility assessment of the preferred solution
Assessment of site-specific considerations across potential locations on Tongatapu Island
Inputs to the overall feasibility recommendation to the Ministry of Infrastructure on the preferred facility configuration and procurement approach
