Led the economic analysis for the replacement of 40 critical bridges and 3 inter-island jetties across four islands in Fiji, commissioned by the Fiji Roads Authority (FRA) and funded by the Asian Development Bank (ADB). The project aimed to improve socioeconomic access, safety, and climate resilience for communities across the affected islands, while strengthening FRA's long-term capacity in infrastructure planning and management.
This included:
- Site-by-site cost–benefit analysis for each bridge and jetty, following ADB guidelines for the economic analysis of projects across a 50-year appraisal horizon
- Comparison of proactive replacement options against a reactive do-minimum baseline, incorporating probability of failure assessments based on structural inspection reports and site visits
- Quantification of road user benefits including vehicle operating cost savings, travel time savings, emissions reductions, and safety risk reductions
- Assessment of climate resilience benefits, including flooding impacts and disaster risk reduction at each structure
- Economic due diligence and feasibility assessments in support of preliminary and detailed design
- Preparation of economic inputs for bidding documents for the full replacement and reconstruction programme
